Think about loaded weight
A cooler backpack feels very different empty than it does after ice and fish are added. If you hike to remote water or cover a long shoreline, the smaller pack may be more useful because you will actually carry it comfortably. If the pack mainly moves from the truck to the boat, the 31QT capacity may be worth the added bulk.
Do not forget shape
